Difference Between TVET CDACC, TVETA, NITA, and KHPOA
A clear, accurate, and regulator-aligned guide to Kenya's training, assessment, and accreditation bodies — so you know exactly what your certificate means.
Kenya's education and skills-training ecosystem includes several regulatory bodies that oversee curriculum development, assessment, accreditation, and industry standards. Understanding the difference between TVET CDACC, TVETA, NITA, and KHPOA is essential when choosing a training institution or career pathway.
1. TVET CDACC — Curriculum Development, Assessment & Certification Council
Focus: Competency-Based Curriculum, Assessment & Certification (CBET). Established under the TVET Act 2013.
TVET CDACC is responsible for: developing competency-based curricula, registering industry assessors, conducting national assessments, issuing competency-based certificates, and ensuring training aligns with industry needs.
Certification levels: Level 3 (Artisan), Level 4 (Certificate), Level 5 (Diploma), Level 6 (Higher Diploma)
GoCare is fully registered, approved, and aligned with TVET CDACC standards. All GoCare CBET programmes lead to nationally recognised CDACC certifications.
2. TVETA — Technical and Vocational Education and Training Authority
Focus: Institution Registration, Licensing & Quality Assurance.
TVETA is responsible for: licensing and registering TVET institutions, inspecting and auditing training quality, ensuring compliance with national standards, and protecting learners from unaccredited providers.
What it means for learners: A TVETA-licensed institution has been inspected and approved to offer TVET programmes. GoCare Training Institute is fully TVETA-licensed.
3. NITA — National Industrial Training Authority
Focus: Industrial Training & Artisan Certification.
NITA is responsible for: regulating industrial training in Kenya, certifying artisan and technical skills, issuing the Caregiver Course – Level II (NITA) certification, and overseeing apprenticeship programmes.
Key GoCare programme: The Caregiver Course – Level II (NITA) is examined and certified by NITA. It is highly valued by employers in Kenya, UAE, Qatar, and Saudi Arabia.
4. KHPOA — Kenya Health Professions Oversight Authority
Focus: Healthcare Professional Regulation & Practising Licences.
KHPOA is responsible for: regulating allied health professionals in Kenya, issuing practising licences to qualified healthcare workers, setting competency standards for clinical and community health roles, and protecting patient safety.
KHPOA-eligible GoCare programmes:

- Certificate in Community Health – Level 5
- Diploma in Community Health – Level 6
